Seeking Smart Self-Help Enquiry System For Healthhub

Background / Description

The Open Innovation Platform (OIP), an initiative by the Info-Communications Media Development Authority of Singapore (IMDA), aims to connect real business challenges to problem solvers. 



HealthHub is a Smart Nation initiative helmed by Ministry of Health and Health Promotion Board (HPB) in Singapore. It is a one-stop portal ( and mobile app for Singaporeans to access a wide range of health contents, rewards and e-services. It is designed to empower the population/general public to take greater ownership of their health and wellness through the online access of personalised health records, better health literacy and adoption of healthy lifestyle practices.

The mission of HealthHub are:

a) Improve Health Literacy: HealthHub provides a single point of access to trusted, concise and useful health information. This helps to improve health literacy and empower the public to better manage their health and navigate the healthcare system.

b) Empower Individuals towards Self-Directed Care/Care for Their Loved Ones: HealthHub provides the public with secure, personalised and contextualised health information and tools. Users have convenient access to their own health information and are able to monitor and manage their personal health easily through self-management tools. This empowers the public to take ownership of their health and also support caregivers in looking after their dependents when they are granted access to the health information of their dependents and to transact with public healthcare institutions.

c) Help Users Navigate Complex Public Health Services. Regardless of Provider: HealthHub adopts a citizen-centric approach and helps the public navigate the complex Healthcare System, as they consume services from different health clusters. HealthHub provides administrative information such as the directory of services offered by the various healthcare institutions, hospital fees, health financing schemes, waiting times at A&E departments. The portal will also enable users to transact with public healthcare institutions such as appointment scheduling and payment of bills.


Problem Statement

How might we develop a smart self-help enquiry system for HealthHub to better engage users across a range of products and services, help them to understand their health conditions, and recommend them appropriate content, programmes or healthcare providers expeditiously?

Technical Specifications

What Are We Looking For

  • A prototype of a smart self-help enquiry system for HealthHub through the portal and app
  • The solution must be able to collect and process information about users’ needs and health conditions, and recommend relevant content, events/programmes or appropriate healthcare providers expeditiously
  • The solution should be designed with a citizen-centric and intuitive user experience, and deliver a personalised and engaging experience. Content presented to users should be based on their preferences or health/medical condition and in the context of use or patterns
  • Support various touchpoints and interactions with Healthhub, including but not limited to the following:
    • Text-based inputs and interactions
    • Voice-based inputs and interactions and inputs and interactions are in four languages i.e. English, Mandarin, Malay and Tamil. For the purpose of this challenge call, the prototype shall focus on English, with the capability to support other languages in subsequent stages


Possible use cases

Use Case 1:

  • Citizen A checks the HealthHub portal and expresses his interest to its virtual assistant/digital concierge that he is interested to lose weight/sleep better/eat more healthily
  • The virtual assistant/digital concierge provides Citizen A information about an upcoming HPB event on a related topic, and allows him to sign up for the event immediately
  • The virtual assistant/digital concierge also suggests a number of healthy living programmes that Citizen A could consider participating in
  • The virtual assistant/digital concierge sends Citizen A a reminder to attend/register when the event or programme is nearer-to-date

Use Case 2:

  • Citizen B has not been feeling well and opens the HealthHub app for help
  • The virtual assistant/digital concierge asks Citizen B a few questions about her health condition, and through its knowledge base, recommends the nearest General Practitioner/Government Polyclinic or Emergency Department in hospital
  • The virtual assistant/digital concierge provides Citizen B with information about fees, healthcare financing schemes and waiting times at Emergency Departments so that she can make a decision where to go


What's In It For You

  • SGD 40,000 of prize money for each winner of this challenge (see Award Model)
  • HPB will provide data sandbox for prototyping (e.g., test data)
  • Opportunity to work with a Singapore government agency to develop and commercialise a solution for the national health platform, which could be an attractive credential for deployment to other healthcare institutions
  • Winner will be able to use HPB as a reference customer for business promotion (subject to approval)



We are open to global and Singapore-based individuals, research providers and companies that have digital technology expertise and innovation capabilities. Some of these include Info-Comm and Media (ICM) start-ups, SMEs and larger companies. Problem Solvers should have the ability and desire to co-create and innovate with Problem Owners or/and other partners to translate their ideas into solutions that can address real business needs. 

There are no restrictions on the geographic location of the problem solvers who may choose to apply to this challenge. However, the prototype needs to be demonstrated in Singapore. Global applicants must be prepared to bear the additional cost of travel.
