8. Accurate assessment of chassis and engine number for tampered vehicle investigation

Background

During the investigation of suspected tampered vehicle, the physical engine number is checked manually. This check can be challenging as the physical engine number plate may be visually obstructed by the components of the engine and the number cannot be properly verified.

Requirements

A portable system/device that is able to read the physical engine/chassis numbers. Such system shall be compatible with most vehicle models (if not all) in the market. 

Desired Outcome

Q4 2020 – Prototype

The system/device shall be able to retrieve and read the required information i.e. physical engine/chassis numbers for majority of newer vehicles (less than 3 years old) that is in the market (European make and Asian make)

Q3 2021 – Pilot Deployment

The system/device shall be able to retrieve and read the required information i.e. physical engine/chassis numbers for majority of vehicles that is in the market (European make and Asian make)

Development Timeframe

Prototype developed - 12 months from start of project

Trial of prototype - 24 months from start of project

Additional Info

Market Potential for proposed solution/product

If successful, LTA would consider to use such devices for the purpose of investigations (i.e. verifying engine and chassis number) and at inspection centres. Currently, there is no single solution that is compatible with all makes and models of vehicles. Hence, a universal solution would likely be sought after by the automotive service and repair industry, as well as by vehicle regulators around the world.

 

Pilot procurement budget (LTA & inspection centres) – SGD 5,500 (estimate)

9 units for Inspection centres.
2 units for investigation purpose.

Price in the pilot deployment stage – SGD 500 per unit
